PROFESSIONAL EXPERIENCE:
Dr. Palmer has over 35 years experience in data processing
and in the last twenty years has specialised in the security
of information systems and computer crime investigation.
He has successfully lead security studies on large networked
computer systems in the UK, Middle and Far East and Africa.
In all instances the security objectives have been to reduce
the risks to organisations and their computer based assets
caused by crime, political instability, civil commotion,
natural disaster, terrorism, sabotage and vandalism. This
work has been carried out for international corporations,
clearing banks, merchant banks, finance houses, Insurance
companies and brokers as well as government departments
where he has defined a total strategy for IT security including
an analysis of data sensitivity and related security
thresholds. Using appropriate risk management methodologies he
has determined cost effective countermeasures to prevent system
abuse together with the organisation of appropriate recovery
procedures. From this activity, modular security manuals
have been written and where necessary staff trained to
ensure the successful implementation of the strategy.
Security studies have been carried out by him for:
A major UK High Street clearing bank;
A principle UK merchant bank;
A Brazilian clearing bank;
A Turkish finance house; and
A Cypriot banking subsidiary.
Besides financial organisations, Dr Palmer specialises in
the security of oil producing and distributing companies
and insurance companies. He has assisted various police
forces investigating computer crime as well as advising them
on computer malpractice. He has successfully lead several
private investigations of computer misuse and fraud.
He has also defined widely accepted methodologies for:
computer security risk management,
computer crime investigation,
disaster recovery planning, and
a computer insurance assessment technique.
In addition he has designed a method for teaching computer
fundamentals to third world children.
Working as a Principal Consultant he has lead a team
responsible for defining security strategy and implementing
cost effective security countermeasures for a 2,000 terminal
NT4/UNIX network, including the design of security mechanisms
to access the Internet. This work also included detailing a
modular security manual and disaster recovery plan and
training staff in the implementation of both.
As a public speaker, he has lead seminars and workshops at
the British Civil Service College, The Home Office and Group
4 Securitas Training Limited.
